Arabic text bug

When outputting to html page, links correctly show English and Arabic, however, when clicking such link, the detail page shows page title (not browser title) with correct English, but Arabic is only correct for last name, the Arabic in the first name gets replaced with cryptic symbols. Verified that using alternate encoding schemes in browsers does not resolve issue.
